This one is mainly for my friends here in Florida, but it CAN and DOES apply EVERYWHERE. We really need to find a way to let our Representatives know that they need to READ THE BILLS BEFORE THEY VOTE FOR THEM!

TALLAHASSEE — Florida Power & Light Co. got the OK on Friday to collect nearly $63 million next year to upgrade two nuclear power plants and build another that hasn't even been approved, thanks at least in part to state Sen. Jeff Atwater and an amendment he quietly added to a bill passed into law three years ago.

The "nuclear cost recovery clause" allows utilities to charge customers for planning and building nuclear plants before federal authorities approve them and doesn't require power companies to reimburse customers if the plants never come to fruition.
So in this Economic Crises we have right now, FPL {Florida power and Light} and Progress Energy Florida, will be increasing monthly Energy costs to their customers. YOU! You will be charged more for a Nuclear Power Plant that will most likely be killed by the Envionuts, and these Power Companies get to KEEP your money.
Atwater, R-North Palm Beach, added the provision to a sweeping energy bill in the Senate Ways and Means Committee in the last days of the 2006 legislative session.
His spokeswoman said Friday that Atwater, who served on the committee and was en route to becoming Senate president, offered the amendment as a courtesy to the bill's sponsor, Sen. Lee Constantine, who was not on the committee. She referred questions to the other senator.
Finger pointing anyone?
Constantine, R-Altamonte Springs, said the concept of allowing energy companies to recoup expenses for building nuclear power plants to encourage them to move away from greenhouse gas-emitting fuel sources was his, but he never intended to allow utilities to start collecting before the plants were fully approved or already under construction.
It was in the Bill. No one read it?
But it was that amendment that led Friday to the Public Service Commission considering requests by Juno Beach-based FPL and Progress Energy Florida to charge customers now for nuclear plants that won't come on line for years or possibly not at all.
Besides the FPL approval, the state's utility regulatory agency agreed Friday to let Progress Energy, which provides power in Central Florida, recover $206 million of its spending on a new nuclear plant in Levy County.
Only Commissioner Nancy Argenziano voted against the proposals.
"It's a horrible, horrible economic time. ... Everybody knows it," she said.

The U.S. Nuclear Recovery Commission is set to decide in late 2011 whether to let the two utilities build new nuclear plants. FPL wants to bring a new plant at its Turkey Point facility in Miami-Dade County on line in 2019. FPL's upgrades are at its current Turkey Point and St. Lucie County plants.
Even if the NRC rejects a plant, the law allows power companies to charge customers for the cost of planning them for up to five years.
Constantine, whose district receives electricity from Progress Energy, said he never anticipated companies seeking so much money for pre-construction costs. "Clearly, if that's the way it's going to be used, then we have to reevaluate," he said.
But FPL spokesman Mayco Villafana said the legislature knew exactly what it was doing by creating incentives for power companies to go nuclear and wean themselves off of natural gas and oil.
"Certainly we were in favor of something that would provide the state with more diversity in supplies," Villafana said of the utility's role in crafting the legislation.
Well of course. The "Greenies" want us off of Big Bad Oil, yet they ALSO do not like the Nuclear option. So the Energy companies are giving this incentive, yet no one will actually ALLOW them to take advantage of it. Well, they can take advantage of YOU by raising your costs for something they may NEVER have to build. I would have no problem paying for the new construction and upgrades for Nuclear. ONCE CLEARED for the go ahead. It's cleaner and more efficient than Oil. But I also know that the "Greenies" will most likely shut it down. So we will be paying for what?
READ THE BILLS! Once again, Thank you Senator Atwater. Idiot! Again we see what happens when our Representatives do not take the time to read the Bills and once again we see unintended consequences for good intentions.
